THE MECHANISM, IN 10 WORDS
the lead came down from the air. it never left the dust.

between 1923 and 1996 the United States burned roughly seven million metric tons of tetraethyl lead in passenger cars and trucks. almost all of it landed within a few hundred feet of the road it was burned on, mostly as a fine oxide dust, and most of it is still there (Nriagu, 1990; Mielke, 2018).

01. the win is real. the residue is also real.

the ban worked. the average American adult blood lead level fell roughly ninety percent between the late 1970s and the late 1990s as leaded gasoline was phased out. that is one of the largest single environmental-health wins in the country's history and it is not in dispute (Dignam et al., 2018).

the part that almost no one writes about is what the ban did not do. the ninety-percent drop is in active exposure. the lead that came out of seventy-three years of tailpipes did not evaporate when the ban took effect. it settled into the topsoil along every road in the country, into the brick on the side of every wall that faced one, into the attic of every house that was framed before the catalytic converter, and into the dust that has been resuspending and resettling on every windowsill since.

this page is the inventory of where that lead actually is now, what the literature says about it moving back into living spaces, and what a homeowner or renter can do this week to find out whether the legacy reservoir is one inch from the kitchen they cook in.

quick note on why this page exists. i built FluoroSpec because the parents who bought our first lead swabs already had kids who were poisoned. detection without prevention is grief management. older houses in this country sit on top of a deposit that nobody who lives there put down, and the people most exposed to it are usually the ones who least suspect their own walls. that is the gap this page is for.

the canonical history is Nriagu's 1990 paper, "the rise and fall of leaded gasoline," which reconstructs the global mass-balance of tetraethyl lead from the 1923 patent through the late-1980s phase-down. Nriagu's number, often cited downstream, is that on the order of three-quarters of all the lead ever mobilized in the United States moved through the gasoline cycle, not through paint, not through plumbing, not through industry. tong et al., writing for the WHO five years after the US phase-out completed, summarized the same conclusion at a global scale and added the public-health framing: the developing world was still phasing it out, the developed world had largely won, and the back end of the story was the legacy (Tong et al., 2000, Bull. WHO 78(9): 1068-1077, PMID 11019457).

the longer view is in Hernberg's 2000 piece in the American Journal of Industrial Medicine, "lead poisoning in a historical perspective," which walks from Roman plumbing through Patterson's geochemistry through Needleman's neurology and lands on the same place. every previous regulatory cycle for lead has worked, in the sense of removing the active source. none has worked, in the sense of removing the reservoir.

the modern receipt for the win is Dignam et al., 2018, a CDC and HUD review titled "control of lead sources in the United States, 1970-2017." Dignam tabulates the policy interventions (the 1973 phase-down rule, the 1986 unleaded mandate for new cars, the 1996 highway-vehicle ban, the parallel paint ban in 1978) against the corresponding NHANES blood-lead curves. the curves drop. they drop a lot. the closing paragraph of that paper is the line nobody quotes: "despite this progress, the reservoirs persist." soil. dust. paint film. plumbing. the part of the cycle the policy did not reach.

the ninety-percent drop in blood lead is a measurement of what you are taking in. it is not a measurement of what is in the house. those are different ledgers.

02. the soil is the reservoir

the cleanest evidence on where the tetraethyl lead ended up is from new orleans, where Mielke et al., 2019, in PNAS, published a thirty-year longitudinal study of city soil and child blood lead together. Mielke's group sampled the same neighborhoods at intervals across the phase-down and afterward. soil lead in the inner-city zones tracked atmospheric lead with a lag, then continued to fall slowly as wind and rain redistributed it. children's blood lead, measured in the same children's blood draws, fell on a parallel curve. the slope of the two curves is the rosetta stone: every microgram of soil-lead reduction corresponds to a measurable reduction in pediatric blood lead, and the relationship runs in the direction expected.

the earlier Mielke et al., 2010 paper, in Science of the Total Environment, made the same case for eight california metropolitan areas. soil-lead gradients in los angeles, oakland, san jose, and the inland-empire cities mapped to highway corridors and to housing built before 1978. the inner-loop neighborhoods, the ones with the most pre-war housing and the heaviest historical traffic, carried the most lead in the topsoil. the suburban tracts built after 1980 did not. this is not a developing-country problem. this is the geography of every american city that had cars before the ban.

the corroborating mechanism paper is Laidlaw et al., 2011, in Atmospheric Environment, "re-suspension of lead contaminated urban soil as a dominant source of atmospheric lead in Birmingham, Chicago, Detroit and Pittsburgh." Laidlaw's group ran the seasonal arithmetic. in dry months, with low ground cover and high wind, the lead deposited into urban soils across decades of leaded-gasoline use re-enters the air as fine particulate, gets inhaled, and gets tracked back into houses on shoes and on pets. air-lead concentrations in the four study cities still showed a seasonal pulse that lined up with dry-soil conditions and with no plausible point source. the lead in the air, twenty years after the ban, was the lead from the ban being lifted off the ground and put back into circulation.

the detroit-specific closing of the loop is Zahran et al., 2013, in Environmental Science & Technology, "linking source and effect: resuspended soil lead, air lead, and children's blood lead levels in detroit, michigan." Zahran modeled the chain from re-suspended soil lead through ambient air lead through child blood lead, holding everything else constant, and found a robust association. the soil-air-blood pathway is no longer a hypothesis. it is a measured pipeline.

03. your house is also the reservoir

this is the part most readers will not be expecting. legacy gasoline lead is not only outside. it is also inside, and it has been inside since before the ban took effect.

the simplest mechanism is the attic. between roughly 1925 and the mid-1980s, lead aerosol from tailpipes entered the air, drifted into building envelopes through every vent, soffit, and chimney gap, and settled. it settled on the rafters, on the framing, on whatever was up there. when a building was insulated or re-insulated in that era, the dust got incorporated into the insulation matrix and stayed. attic dust from pre-1978 houses, sampled by environmental geochemists, regularly returns lead concentrations that are an order of magnitude higher than current residential soil action levels. the dust is a time capsule of what the air looked like during the gasoline era, and it is still up there above the bedroom ceiling.

the Mielke 2018 review in IJERPH, "dynamic geochemistry of tetraethyl lead dust during the 20th century," is the synthesis. Mielke traces the gasoline-lead aerosol through deposition into soil, into building envelopes, into housedust, and back out through resuspension, with the closing observation that the half-life of the reservoir in an undisturbed urban environment is measured in decades to centuries, not years. the implication is that a child born in 2026, in a house built in 1955, is being exposed to the same atmospheric lead that exposed a child in that house in 1965, just on a much smaller scale, every time the wall cavity is disturbed by a renovation or a wind event.

carpet padding, especially the older rebond varieties, holds dust the same way attic insulation does. drapes, upholstered furniture older than the early 1990s, and the books on the bookshelf in a house that has been lived in continuously since before the ban all carry a small fraction of the same legacy load. the dust on the top of a hardcover book in a 1950s living room is, in part, a sample of the 1960s tailpipe air.

the legacy reservoir is not a place. it is a distribution. it is in the topsoil along the old curb, in the attic insulation above your bedroom, in the gap behind the bookcase that has not been pulled out in twenty years, and in the windowsill paint that has been chalking since before the ban.

lead is necessary, not sufficient. the same forces that left lead in old paint and old soil also tracked with poverty, housing age, and disinvestment, and those move with the harms too. read this as one strong thread in a knot, shown county by county, not a single cause and not a verdict on any individual.

04. the historical receipts, because this part still gets contested

the original 1920s debate over whether to allow tetraethyl lead at all is not a parable, it is documented public-health history. Rosner and Markowitz, 1985, "a 'gift of God'? the public health controversy over leaded gasoline during the 1920s," in the American Journal of Public Health, is the canonical reconstruction. their account, drawn from the original surgeon general's hearings, makes clear that researchers in the 1920s, including Alice Hamilton and Yandell Henderson, warned that putting lead into a fuel that would be burned in every american combustion engine would create a population-level exposure on a scale never before attempted, and that the industry's own consultant, Robert Kehoe, designed the studies that allowed the practice to continue for the next fifty years.

this matters now because the framing of the legacy reservoir as someone else's bad decision in another era misses the point. the lead in the soil along the road outside your house came from a specific industrial choice, made over warnings, and the residue is the inheritance. the ban is not closure. the ban is the moment the new contribution stopped. the inventory that was already in place did not move.

05. what the legacy actually looks like, per environment

this is where the literature stops being abstract for a reader. the legacy reservoir distributes through the home environment in a pattern that is roughly predictable from the age of the structure, the proximity to historical roads, and the post-1980 renovation history.

topsoil at the drip line of the house. the highest soil-lead readings in most residential properties are within six feet of the foundation on the street-facing side. two sources stacked there: the exterior paint of the house, weathering and chalking since the day it was painted, and the airborne tetraethyl-lead deposition from the road, settling against the wall and accumulating in the soil where the rain off the eaves keeps washing it down (Mielke et al., 2010). gardening, playing, and the dog rolling in this soil are the highest-yield exposure points on most properties.

garden beds within 30 feet of a pre-1978 structure. bagged soil placed on top of contaminated underlying soil does not, by itself, prevent contamination of the root zone. compost amendment dilutes but does not bind enough to fully prevent uptake by leafy greens. raised beds need a physical barrier and a lead test of the underlying soil, not vibes.

attic dust and old insulation. the part nobody is talking about. anything that disturbs the attic (HVAC work, re-insulation, an electrician running new wire, a contractor pulling down a ceiling for a kitchen remodel) can mobilize attic-trapped legacy dust into the living space. this is one of the silent renovation-event mechanisms for pediatric lead exposure in older homes.

carpet, padding, and upholstered furniture older than ~1992. dust traps. the older the carpet, the more cumulative settled lead it holds, and the more it shakes loose when vacuumed. the standard household vacuum without a HEPA filter exhausts the fine particulate back into the air. the recommendation from the dust literature is consistent: HEPA-only on old soft furnishings, never a shop vac, never a beater bar on a vintage rug.

books, bookcases, and the gaps behind heavy furniture. small reservoirs, but real. the dust that has been settling on the top shelf of a bookcase in an old house, undisturbed since the 1980s, is largely the same dust that was in the room during the gasoline era. a thorough HEPA-and-wipe of those zones removes a meaningful fraction of what is still in the house.

windowsills, especially exterior-facing. these are the single best predictor of a toddler's blood lead in older housing, because outside air deposits there and inside paint chalks there. they are also the easiest surface to test and to remediate, which is the upside.

06. the policy was right. the assumption that it finished the job was wrong.

the most useful framing for a parent or homeowner reading this is the one Dignam's 2018 paper lands on, in slightly more clinical language. the regulatory phase-out of leaded gasoline was a structural intervention. it cut the daily incoming load. it did not, and could not, do anything about the cumulative deposit that had been building up for seventy years before the ban took effect.

the cumulative deposit is the part you live with. it is in the soil your kid plays in, the insulation above your bedroom, the windowsill paint your toddler chews on, the dust on top of the bookcase. the average american blood lead curve fell roughly ninety percent because the new contribution stopped. the residential exposure picture for any given child, in any given pre-1978 house, in 2026, is still a function of how much of the legacy reservoir is one inch from where that child lives.
