Fluoro-Spec Inc. manufactures the Fluoro-Spec Lead Detection Reagent in compliance with the Toxic Substances Control Act (TSCA), OSHA Hazard Communication Standard, DEA chemical control regulations, and applicable state and local requirements. This page summarizes the regulatory status of the product and the ingredients.

Toxic Substances Control Act (TSCA)

The active ingredient, methylammonium bromide (CAS 6876-37-5), is the subject of a Low Volume Exemption (LVE) granted by U.S. EPA to Fluoro-Spec Inc. under TSCA Section 5 (15 U.S.C. § 2604) and 40 CFR 723.50. The LVE authorizes manufacture and import of the substance under specific conditions including annual volume limits, hazard communication obligations, and use restrictions.

The LVE is non-transferable. Any other party intending to manufacture, import, or distribute methylammonium bromide in U.S. commerce must obtain their own LVE, Premanufacture Notice (PMN), or applicable Section 5 exemption. Distribution of methylammonium bromide by any party without authorization is a violation of TSCA §§ 5, 13, and 15.

Controlled Substances Act and DEA (21 CFR 1310)

Methylamine is a List I chemical under the Controlled Substances Act (21 U.S.C. § 802(34); 21 CFR 1310.02). In the Fluoro-Spec reagent, the methylamine moiety is held in salt form (methylammonium bromide) and the weight ratio of methylamine to the combined bromide and mandelic acid fraction is maintained below 20%, consistent with the concentration criteria for exempt chemical mixtures established under 21 CFR 1310.12. The product is formulated exclusively for lead detection and is not intended or suitable as a chemical precursor.

OSHA Hazard Communication Standard

The product's Safety Data Sheet is prepared in accordance with 29 CFR 1910.1200 and accompanies all commercial shipments. Consumer-facing packaging carries GHS-compliant hazard communication including signal word, pictograms, hazard statements, and precautionary statements. State Right-to-Know

Isopropyl alcohol, the base solvent, is listed on right-to-know inventories in Massachusetts, New Jersey, Pennsylvania, Rhode Island, and Minnesota. The product does not contain substances listed under California Proposition 65 at levels requiring a warning.

Product use

It is a violation of Federal law to use this product in a manner inconsistent with its labeling and intended use. The product is intended for qualitative lead detection on surfaces such as paint, ceramics, glazing, glass, rubber, metal, and dust. It is not intended for use in food-contact applications, drinking water systems, or as a chemical precursor.
