HUD lead grants: the gates that stop small applicants

Check your SAM.gov registration today. A new one can take several weeks to clear, and both of these deadlines are August 31.

SAM.gov comes before everything

Without an active SAM.gov registration and a Unique Entity ID, HUD cannot make you an award regardless of the application's score. New registrations routinely take several weeks, longer when SAM asks for a notarized letter to verify the entity, which happens to organizations with no prior federal registration. Existing registrations expire annually and lapse without a renewal notice anyone reads.

If your organization has never registered, or nobody has looked at it in a year, that's the first thing to check. A broken SAM record two weeks before the deadline cannot be fixed in time.

Capacity is 43 of the 100 points

key personnel, 15 points. a named project director, and a program manager committing at least 50 percent of their time during business hours. An unfilled program manager seat is allowed, attach a job announcement instead of a name. HUD's Appendix I is the only place with a clock on it: filled within 90 days of award, trained and certified in lead hazard control within 90 to 120 days of hire. The main rating-factor text states no certification deadline at all, which is a conflict inside the document, so plan to the Appendix I numbers.

environmental review, 3 points inside the administration score. only a state, tribal, or local government can perform the federally required review. A 501(c)(3) applying to Healthy Homes Production has to name a governmental Responsible Entity willing to take it on, in writing, in the appendices. Name nobody and HUD performs the review itself. Either path adds roughly 45 days before work can start.

partner capacity, 4 points. two of the four are specifically for identifying your partner's key personnel, not for a letter of support.

organizational experience, 10 points. scored on the three years immediately before the deadline. An applicant new to lead work can document this through a partner that has the history.

Authorization to submit

Whoever submits has to be authorized to bind the organization, which for a nonprofit usually means a board resolution naming that person. For Healthy Homes Production, the 501(c)(3) documentation goes in with the application rather than after it. Both take board calendar time, so they're worth settling before the last week.

The blood lead numbers only a health department has

On the lead grant, 8 points ride on one figure: the share of tested children under six with a confirmed elevated blood lead level, measured against CDC's reference value of 3.5 micrograms per deciliter, or a lower state or local threshold where one applies.

That is public health surveillance data. It isn't in census tables and it can't be derived from housing data. It sits with a state or county health department, and someone there has to pull it. The lead grant doesn't accept nonprofit applicants anyway, so a nonprofit's route to that money runs through a government partner, which is the same partner holding those numbers.

The field is smaller this year

FY2024 Healthy Homes Production awardees are barred from applying to this round. The organizations that won last cycle cannot compete for this pot.

Why the scoring favors a coalition

The rating factors award points for partner capacity, for naming partner-side key personnel, and for documented experience in the three years before the deadline. An applicant that has to supply all of it internally is scored on the same scale as one that assembled it from several organizations, each with its own record in its own lane.

The shape those points reward:

• A lead applicant that is itself eligible: a government or tribe, or for Healthy Homes Production, a 501(c)(3)
• A government partner as Responsible Entity for environmental review, when the applicant isn't a government
• An organization already doing hands-on repair work locally, so the experience factor is documented
• The local DOE weatherization provider, if you're also going for the $5 million weatherization supplemental, which requires their signed letter of commitment
• A referral partner already working with the affected families: a health department, a WIC office, a HOME visiting program. Often the same office that holds the blood lead data

Partner in-kind contributions count toward the leverage floor under 2 CFR 200.306, so several verified partner contributions reach the bonus tiers more easily than one organization sourcing six figures byitself.
