Why this exists

CDC pulled the original NCEH HHLPSS page (cdc.gov/nceh/lead/data/HHLPSS.htm) during the Jan-Feb 2025 federal data scrub, then RFK Jr.'s April 2025 HHS RIF eliminated the Lead Branch entirely. A June 2025 partial reinstatement put staff back on paper, but HHLPSS@cdc.gov still goes to a dead inbox. This is the stopgap. It reads from the four public state manuals linked below.

Tip: ask things like "When does HHLPSS automatically open a case?" or "How do I reassign a case to another manager?" or "How do I add a supplemental address?" The bot will tell you which state's manual the answer comes from when guidance differs.
