Lead News 2024 — Year in Review: LCRI, AB-899, and the Cinnamon Cascade

My standing rule: test with a kit, not a kid.

2024 was the year the U.S. lead-policy machinery actually moved. The cinnamon recall from late 2023 cascaded into a sustained FDA testing campaign through 2024 that exposed how widespread spice adulteration actually is. The EPA finalized the most consequential drinking-water lead rule since the original Lead and Copper Rule. California's AB-899 baby-food disclosure law took effect. And the FDA's Closer to Zero initiative finally moved from "framework" to actual numerical action levels.

For background context: essentially every American alive between 1940 and 1985 carried blood lead levels we'd now classify as elevated. We're still living through the long tail of that era. The point of paying attention to current news is to stop adding to a body burden that already exists, not to spiral about every new headline.

Quick note before getting into the news: the public-health establishment doesn't always love how I frame this stuff — calm dose math, "test with a kit not a kid," focus on the source rather than the headline. I've been told to soften my language. I've been uninvited from rooms. I get it. But the year-in-review framing helps separate the headlines that actually changed something from the ones that just generated traffic.

The cinnamon cascade

2024 picked up where 2023 left off. The FDA opened a sustained testing campaign on the broader U.S. cinnamon supply chain after the WanaBana investigation traced the source to adulteration at the supplier level. The testing surfaced contamination across many more products than the original recall had indicated.

  • March 6, 2024: FDA public health alert on additional ground cinnamon products with elevated lead. Initial alert covered 3 brands.
  • July 2024: Second FDA alert added more brands.
  • Mid-to-late 2024: Third FDA alert. Cumulative count: 16+ cinnamon brands recalled or flagged.
  • June 2024: FDA warning letter to Dollar Tree for failing to adequately remove recalled WanaBana from store shelves.
  • August 9, 2024: FDA warning letter to AUSTROFOOD S.A.S. citing CGMP and Risk-Based Preventive Controls violations for the original 2023 cinnamon poisoning.

EPA Lead and Copper Rule Improvement (LCRI)

On October 8, 2024, the EPA finalized the Lead and Copper Rule Improvement (LCRI). This is the most consequential federal drinking-water lead rule since the 1986 Safe Drinking Water Act amendments.

  • 100% lead service line replacement required nationwide within ~10 years (by ~2037).
  • Action level lowered from 15 µg/L to 10 µg/L.
  • Tightened tap-sampling protocols.
  • EPA estimates approximately 9 million LSLs remaining in U.S. ground.

California AB-899 takes effect

On January 1, 2024, California's baby-food heavy-metal disclosure law (AB-899) took effect, requiring monthly testing of baby and toddler foods for lead, arsenic, cadmium, and mercury. The disclosure provision (public, QR-coded data on packaging) follows in January 2025. AB-899 effectively becomes a national disclosure mandate because national brands generally don't produce California-specific SKUs.

EPA dust-lead clearance levels further reduced

EPA's 2024 rulemaking further reduced the post-abatement clearance levels for dust-lead, bringing them closer to what laboratory-grade analysis can verify. The traditional wipe-ship-to-lab workflow is now functionally too slow for real-time renovation verification at the new thresholds — which is exactly the gap that field-grade fluorescence-spectroscopy testing fills.

2024 EPA Integrated Science Assessment for Lead

EPA released its updated 2024 Integrated Science Assessment for Lead — the agency's once-per-decade comprehensive review. The 2024 ISA strengthened the evidence base for low-level lead's cardiovascular effects in adults (incorporating Lanphear 2018 and subsequent cohort studies), re-confirmed the supralinear childhood-IQ dose-response in the 0–10 µg/dL BLL range, and incorporated newer environmental fate-and-transport data.

Other 2024 lead news

  • WSJ-broken lead-sheathed telecom cable issue continued with NIOSH advancing its worker-exposure investigation through 2024 toward 2025 findings.
  • White House and EPA "October 2024" lead announcements — beyond LCRI, expanded service-line replacement funding under the Bipartisan Infrastructure Law.
  • Federal courts of appeals pressed FDA to accelerate Closer to Zero action levels — pressure that resulted in the January 2025 finalized numbers.
  • Multiple state baby-food and prenatal-vitamin disclosure bills introduced (modeled on California AB-899).
  • The Hiya Health Products dispute over outer-bottle coating contamination — a contested third-party testing dispute around children's vitamin packaging.

The takeaway from 2024

The arc of 2024 is the U.S. lead-policy machinery moving from rule-proposal to rule-finalization across multiple agencies in parallel. LCRI, dust standards, baby-food disclosure, ISA — all of these had been in process for years and 2024 was the year they crossed the line. Combined with the cinnamon cascade keeping consumer-protection enforcement in the news, it was the highest-velocity policy year for lead in a generation.

The realistic action for households in 2024: check faucets for NSF/ANSI 61 + 372 certification; install an NSF/ANSI 53 point-of-use filter; check pre-1978 paint with a chemical test; check baby-food brand AB-899 disclosure pages. Test with a kit, not a kid.
